China and Namibia, Join Hands for Historic Opportunity
——before the visit of Chinese Foreign Minister

(By Chinese Ambassador to Namibia, H.E. Xin Shunkang)  H.E. Wang Yi, Foreign Minister of the People’s Republic of China, will visit Namibia on 5 Feb 2016. This is his first foreign visit in 2016 and the visit to Namibia again by the Chinese Foreign Minister after 4 years. It has become a tradition for Chinese Foreign Minister to first visit Africa every year, which fully reflects the importance that is attached by the Chinese Government to Africa - We are forever friends, brothers and partners.

The main purpose of his visit is to discuss the development and cooperation plan between China and Africa, especially on how to implement the outcome of FOCAC (Forum on China and Africa Cooperation) Johannesburg Summit, so as to ensure all the African countries and people could benefit from our cooperation. During his visit to Namibia, he will have official talks with Hon. Netumbo Nandi-Ndaitwah, Deputy Prime Minister and Minister of International Relations and Cooperation and pay courtesy call on H.E. President Hage Geingob. The action plan of FOCAC Johannesburg Summit, bilateral relations and global and regional hot issues of common concern will be among the topics.

The great success of FOCAC Johannesburg Summit in last December marks a new era of China-Africa relations. H.E. Wang Yi elaborated the historic significance and outcome of the summit into the following aspects.

First, the summit expounded the concept pursued by China-Africa cooperation, that is its theme "China and Africa Progressing Together: Win-Win Cooperation for Common Development". China-Africa cooperation is mutual assistance between the brothers featuring equality and mutual benefits as well as win-win cooperation, and its aim is to realize common development and prosperity of China and Africa.

Second, the summit charted the course for the development of China-Africa relations. Both sides decided to elevate China-Africa relations to the comprehensive strategic and cooperative partnership, to more precisely reflect the strategic character of bilateral relations and more ambitiously lead the development of China-Africa cooperation.

Third, the summit proposed five major pillars for China-Africa relations. China and Africa should seek equality and mutual trust in politics, win-win cooperation in economy, mutual learning in civilization, mutual assistance in security and unity and coordination in international affairs.

Fourth, the summit determined the ten key cooperation plans. China will carry out practical cooperation with Africa in the ten major fields of industrialization, agricultural modernization, infrastructure, finance, green development, trade and investment facilitation, poverty reduction and people's welfare, public health, people-to-people exchanges, as well as peace and security,

The ten cooperation plans serve as an all-round blueprint for China's cooperation with Africa in a period to come, focus on resolving the three major livelihood issues including employment, food and clothing and health concerned most by the African people and on breaking the three development bottlenecks of backward infrastructure, insufficient talents and fund shortage. The plans will help further translate China-Africa traditional friendship into impetus for mutually beneficial cooperation and help turn Africa's natural and human resources into strengths facilitating economic development as early as possible.

China and Namibia have set up a model in China-Africa relations. "Distance cannot separate true friends even if they are thousands of miles apart". This is a vivid reflection of the friendship between our two countries. Despite the long distance and the difference in area, population, politics and development model between us, the two peoples always respect and support each other. The China-Namibia friendship boasts profound public opinion and social foundation. In the Namibian liberation struggle, our two people established deep friendship. Namibia set up diplomatic relations with China on the second day after independence. In the past 25 years, our cooperation in all fields has been constantly deepened, with increasing mutual political trust, people-to-people exchanges and coordination in international affairs. In particular, our economic and trade cooperation complement each other with fruitful results and bring more welfare to the two people.

With the long-term total investment of 5 billion USD, Husab Mine became the biggest entity investment of China in African and turns into the sample project of our bilateral economic cooperation. In last August, we signed the protocols of importing Namibian beef to China. Last month, the Chinese experts visited Namibia and completed the final inspection on certified factories. Once the inspection report is approved by the Chinese Government, Namibia may export bone-in beef to China. Namibia will be the first African country to do so and once again runs the top in Africa.

Now, under the leadership of both our new governments, the China-Namibia relationship is starting a new chapter. 2016 is the first year of China’s 13th Development Plan and the closing year of Namibia’s NDP4. Our common development will, similar development goal and complementary development advantages, with the impetus of FOCAC Johannesburg Summit, can provide more spaces and opportunities for our cooperation.

China will firmly implement the policy of "sincerity, real results, affinity and good faith" towards Africa put forward by President Xi Jinping, uphold the correct viewpoint of righteousness and benefit and stick to the principle of "four noes and three priorities", namely, attaching no political conditions, interfering in no African countries' internal affairs, raising no demanding requirements and making no empty promises as well as prioritizing Africa's actual demands, prioritizing improvement of African people's livelihood and prioritizing enhancement of Africa's capacity for independent development. China always regards Namibia as one of China’s most reliable friends in Africa and further deepen our pragmatic cooperation to a more comprehensive degree. I firmly believe that with the joint efforts of both sides, the friendly relations and cooperation between China and Namibia will become more vitalized like the Welwitschia in the Namib Desert.
