Ladies and Gentlemen:
It is indeed my great honor and pleasure to attend this significant function, to witness the successful conclusion of this great and fruitful 2-year Tripartite Cooperation project between the Namibian Government, the Chinese Government and the Food and Agriculture Organization. On behalf of H.E.Qiu Xuejun, Ambassador-Designate of of the People’s Republic of China to the Republic of Namibia, I would like to take this opportunity to express my sincere gratitude to Hon. John Mutorwa, Hon. Anna Shiweda, Mr. Percy Misika, the Ministry of Agriculture, Water and Forestry, Dr. Babagana Ahmadu, and FAO colleagues, and the ones who have contributed to the smooth implementation of this program. Especially, I also wish to extend my warm congratulations and thanks to the 15 Chinese Experts. To my fellow Chinese, i would like to say: All of you have successfully fulfilled your noble mission, and what you have done will profoundly help to promote the development in the agricultural sector in Namibia. Well done! And i think we owe them a very big round of applause!
With the Agreement taking effect at April, 2015, the Chinese Experts team was deployed in 7 positions, such as Kalimbeza Rice Project, Etunda Irrigation Project, Central veterinary laboratory and etc. They have introduced to Namibia more than 30 species of rice, fox-tail-millet, maize and vegetables, brought in and demonstrated the usage of over 30 types of farm-machines, instruments and equipment, and organized various workshops for 455 trainees，etc.. The introduced technologies and farming skills have helped Namibian people to acknowledge and apply the scientific way to farming and land cultivation, and standardized practices in animal disease resistance and detection. Thank you for your hard work! And Thank you for your dedication and strong commitment!
It is important to emphasize that, during the past two years, the MAWF and FAO have provided a very comfortable environment and sufficient facilities to secure a better living and working condition for the Chinese experts, and effected a lot of coordination and instruction to the proceeding of program. I must say all our friends from the MAWF and FAO deserve a big round of applause, because without your assistance, the success of this joint program will not be possible. Thank you very much, brothers and sisters from the MAWF and FAO!
Ladies and Gentlemen, as we all know, Agriculture is the foundation of the country, since it is closely related to people’s livelihood and food security. In recent years, Namibian Government, especially MAWF, has done a great job in promoting agriculture development, facilitating land cultivation, and planning for the sophisticated water irrigation system. And we are pleased to see several cooperation programs relating to agriculture sector between the Chinese and Namibian Governments are being implemented smoothly. Besides this SSC project, the export of Namibian beef to China is to be expected, 4000 metric tons of rice aid for the drought relief is still going on, and the upgrading the Namibian weather forecast and satellite system is complete. In addition, more and more Chinese enterprises are getting more and more interested in investing in agriculture in Namibia.
China highly values its friendly and cordial relations with Namibia, and the Chinese government attaches great importance to the mutually beneficial cooperation between our two countries. This SSC tripartite cooperation sets a new and efficient example for future cooperation. I strongly believe that, under the frame of the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC), our partnership in various fields, including agriculture of course, will surely be well promoted.
Last but not the least, one of Chinese greatest sage—Confucius once said: “There must be one who is good enough to be my teacher among the three.” Through this SSC tripartite cooperation, we have learned so much from each other, and all these valuable experience will be shared among us and will serve as a firm stepping stone for future cooperation. I strongly believe, with our joint efforts and strong commitment, the future of our tripartite cooperation will be even brighter.
